Willacy County, TX — July 29, 2025, Luis Saldaña was killed as the result of a work accident which reportedly happened on Citation Road.
Investigators said that the accident took place east of town near Willamar, north of the Citation Road and Old Alice Road intersection which is near FM 1420 and FM 498.
Authorities did not give specific details about the accident that killed 37-year-old Luis Saldaña. An OSHA inspection detail does not list any alleged violations or recommended penalties at this time. It appears the case is still open at this time.

One would expect there to be some new information months after a fatal work accident, and it’s entirely possible authorities have provided more information to the worker’s family than they have to the public. However, I’ve handled fatal work accident cases for more than 30 years now. It is not at all unusual for families to be just as in the dark as everyone else. Why is that?
Simply put, OSHA does not prioritize the needs of workers or their families. Their work is important and can benefit workers, of course. But after an accident, their goal is to look for violations and recommend penalties when appropriate. Families, meanwhile, are left to navigate Texas work fatality law, which is more complex than in any other state in the country. A mere violation or citation isn’t going to overcome that legal maze.
As such, a lot of families seek out independent investigators when they realize they’re not getting any of the answers they need. Having professionals put their needs first and foremost can be crucial not just for their peace of mind but also for getting a fair resolution through whatever legal path is available to them. It wouldn’t be unusual if those same steps proved helpful here as it has for many over the years.
