Harris County, TX — December 7, 2023, Dulce Rodriguez-Olguin was injured following an 18-wheeler accident at around 6:00 p.m. along West Grand Parkway.
Authorities said in their statements that the crash took place in the area of Highway 99 and Mueschke Road.
According to officials, 36-year-old Dulce Rodriguez-Olguin was in a GMC Yukon traveling westbound along the highway. In a series of events not entirely clear right now, the Yukon reportedly crashed into the back of a tractor-trailer which authorities say was stopped along the right shoulder. As a result, Rodriguez-Olguin sustained incapacitating injuries.

As much as folks may think they know what went wrong here, I’ve learned not to accept first impressions at face value. That’s true in the sense that a police investigation is never enough evidence on its own to say what caused a given crash. But it’s more so true because I frankly don’t see enough attention given to commercial vehicles parking on the shoulder to trust that authorities didn’t overlook a potential violation of the law.
Here’s what I mean by that. The law states clearly that commercial vehicles aren’t supposed to stop along the side of a highway except when they have no other choice. Even when that occurs, they have a responsibility to put out visibility markers at specific intervals to help ensure motorists are well aware of the obstruction.
Just to be clear, evidence could very well show the 18-wheeler driver here did everything right. I’m not here to blame or excuse anything. My only concern is I’ve had a lot of police reports come across my desk that didn’t mention anything about a vehicle being parked on the shoulder only for more thorough accident reconstructions to show there were serious mistakes that completely slipped through the cracks. That’s why I’m taking the information I’m seeing here with a grain of salt unless further evidence comes to light which can confirm all the factors surrounding this crash.
