James Almost all signs like the Denny's sign MUST have what is called a stub pipe that extends at least 5 or more feet beyond what we call the base plate, and into the large pole that it is bolted to. This stub pipe is there to act as a safety catch and keeps the sign from falling even if welds or bolts break. If you notice the plate that is on the bottom was only held on by 4 bolts. There is no stub coming through the plate. It ends at the plate. There is so much torque that is put on those large signs. Without a stub, any sign that high in the air will eventually fail. Culpability is not only on the manufacturer of the sign, but also with the installation company because they definitely know that you never install these without a stub. Lastly, there are engineering documents for each sign in that area that are on file for public viewing. I can almost guarantee that the engineering shows a stub pipe, and the sign was installed without it because of some silly reason several years ago.
