As open-and-shut as these preliminary reports may seem, it's not about what you know; it's about what you can prove. That means preserving as much evidence as possible, much of which could be time sensitive.
For example, did authorities look for video footage of the accident? A lot of city buses have cameras these days. So do businesses and even residences. These cameras tend to routinely overwrite or delete their data, which means it's important to look for those cameras as soon as possible. Otherwise, crucial evidence may be lost.
That's just one important possible piece of evidence. Road markings, witness statements, cellphone records, driver training and history, intersection design and maintenance, vehicle defects—there are all kinds of angles that a proper accident reconstruction should cover. Just because authorities are blaming an individual driver doesn't mean the victim's family has access to all of the evidence they need to tell the victim's side of the story. It's still early in the investigations right now, though. The sooner steps are taken to secure evidence, the more of it the family will have on their side.
