One thing I don't see authorities mention here is the visibility and exact position of the tow truck. Obviously, if there's an emergency vehicle with flashing lights on blocking a lane of travel, a reasonably prudent driver should be able to move over without any issues. However, it would have been dark at the time of this accident, and it's important that authorities make it clear whether or not the truck was clearly visible. It's not unreasonable to wonder if authorities not mentioning visibility here is a sign of lacks reporting or a sign that there could be more to this story.
