When it comes to cargo, there are numerous angles investigations need to cover. It's rarely as simple as just saying that driver messed up and citing them. There could be other wrongdoers involved, and it's important their potential mistakes also get attention.
For example, if this was indeed a commercial vehicle, did the driver's employer make any mistakes leading up to this incident? Were they forcing a driver to haul overweight or oversized cargo? Did they fail to supply the driver with proper equipment to secure the cargo? Did a lack of maintenance lead to the accident? Were they not diligent enough to train the driver or conduct background checks to make sure the driver was qualified? Have their been accidents like this before?
Secondly, were there any 3rd party companies involved? I've handled hundreds of commercial vehicle accident cases, and there are sometimes companies involved besides the employer of the driver. For instance, I handled a case not long ago where improperly loaded cargo led to a fatal crash. While the driver and their employer were responsible for negligently transporting the cargo, there was another company that improperly loaded and secured the cargo to begin with. They weren't suddenly in the clear just because another company did something wrong. All three negligent parties had to answer for their mistakes.
It's possible authorities have worked behind the scenes to look into these important factors. However, anytime it seems authorities kept the scope of their efforts narrowed to the crash scene alone, it's a red flag that they may have missed other important details. That's why commercial vehicle accidents usually need a second set of eyes looking things over to make sure nothing important slips through the cracks.
