The reality is commercial truck wrecks are incredibly challenging without the right experience and equipment. Some officers offer that, but many departments simply won't see many crashes this intense. As a result, they may not have the right tools or training to actually get clear answers about what happened. That's why I can't help wondering if there are more experienced investigators looking into what happened here?
