One concern I have in situations like this is that the victim isn't always able to tell their side of the story. Serious injuries often mean someone isn't immediately in a position to speak to police. They may not be conscious, may be severely disoriented, or perhaps simply taken from the scene by an ambulance before they can speak to investigators.
For prudent investigators, this just means it takes a little more time for them to follow up and get the victim's side of the story. For others who are less prudent, though, it often means the reports don't get proper attention, and crucial information slips through the cracks. One can only wonder which type of investigator is handling things here.
