Diana Chagah Garcia Killed, Jose Alvarez Carillo, 1 Injured in Car Accident in El Paso, TX
El Paso, TX — April 14, 2025, Diana Chagah Garcia was killed, and Jose Alvarez Carillo and a teen were hurt in a car accident at around 10:47 p.m. on North Mesa Street.
According to initial statements from officials, the incident took place off the corner of North Mesa Street and East Cliff Drive.

Authorities say that 21-year-old Diana Chagah Garcia, 19-year-old Jose Alvarez Carillo, and a 15-year-old were walking on the sidewalk along North Mesa at the time. While doing so, it appears a vehicle ran off the road after another car hit the first one, then fled the scene. The other vehicle hopped the curb and struck the three pedestrians as a result.
Due to the collision, Diana Chagah Garcia was killed. Jose Alvarez Carillo and the other teenager were injured. Authorities arrested the driver that hit the pedestrians, and they allege that driver was under the influence of alcohol. There's no indication that authorities have identified the other driver who left the scene.

It would seem there's still a lot more to this story that needs to be addressed. If it's true that the driver who hit the victims was drunk, that certainly calls for consequences. But investigations can't stop just because there's a "bad guy" to pin the blame on.
For one, it's important to put out as much information to the public as possible to help identify the driver that left the accident scene. Someone is bound to connect the dots and help authorities catch that person. Then, there can be consequences for that driver leaving the scene and for any possible mistakes they were trying to hide from authorities by fleeing.
Secondly, if alcohol was a factor here, investigations should find out where that alcohol came from. Many alcohol-related accidents involve negligent alcohol providers. If they over-served someone who was obviously intoxicated, and that led to people getting hurt, the alcohol provider can be responsible for their role in the accident.
Needless to say, that all makes for a complex and challenging accident investigation. By ensuring the accident gets as much attention as possible, steps can be taken to see that the victims and families involved in this accident see a just resolution.
