Commentary
Whenever reports mention possible mechanical issues, such as with this truck's braking system, my immediate concern is whether or not authorities had specialists look into that possibility.
I've handled hundreds of commercial vehicle accident cases. Rarely do authorities handle vehicle inspections of that nature on their own. Generally, the department either is prudent enough to put the truck in the hands of experienced independent investigators, or they move on without doing proper investigations.
I can't count how many times a vehicle involved in a serious crash only got a proper inspection because victims and families happened to contact us when they felt authorities weren't taking the accident seriously. Perhaps those efforts here would show there were no braking issues, but it's important to let the evidence speak for itself so that nothing important slips through the cracks.
