Commentary
To be rather blunt, a lot of people are probably wondering if intoxicated driving led to this crash. It's by far the most common reason someone gets on the wrong side of the road. I've personally handled many cases where someone was unlawfully over-served by an alcohol provider to the point they couldn't tell they got on the wrong side of the road. That may be an important possibility to look into here.
However, it's not the only possibility worth considering. There should also be consideration for other extenuating factors, such as medical emergencies, issues with lighting or signage, a problem with the design of the road where the wrong-way driver entered the eastbound lanes, etc. Likely or not, people lost their lives here. That's not a time for jumping to conclusions. It's a time for gathering evidence so the victims' loved ones know they're getting the whole story.
