That means investigations will need to include not only the alleged shooters but also the history and conditions of the property where the shooting happened. If a particular property has a history of violent incidents, there need to be reasonable steps taken to better ensure the safety of residences. This tends to go overlooked, but it's another important aspect of preventing future incidents. It remains to be seen if anyone has looked into these possible factors yet.
