Carlos Alonso Navarro Killed in Work Accident in Tomball, TX
Harris County, TX — September 23, 2024, Carlos Alonso Navarro was killed as the result of a work accident at around 8:05 a.m. along Kuykendahl Road.
Preliminary statements from OSHA say that the accident happened near Kuykendahl Road and London Way Drive, just north of Rayford Road.
According to officials, 26-year-old Carlos Alonso Navarro was guiding a wastewater hose. Carlos Alonso Navarro reportedly fell into the water, then reportedly drowned. OSHA listed in their investigations three alleged violation citations. They also listed a recommended penalty.

There's not a lot of information about what all went wrong here, but the allegations of violations are obviously concerning. One might hope that OSHA gave more information to the worker's loved ones behind the scenes. However, getting answers for a worker's family usually requires secondary, independent investigations. Let me explain.
OSHA has their own job to worry about. They look for violations, they file appropriate penalties, and that's that. Sometimes, those efforts can overlap with the needs of a family. But Texas has the most complex work fatality laws in the whole country. It takes a lot more than an investigation specifically looking for code violations to navigate that sort of legal maze.
As such, families often find that getting a resolution that's fair and tells the whole story requires a lot more information than what OSHA typically provides on their own. It's possible officials here were more thorough than usual. That's just not something anyone should take for granted. That's especially true with something as serious as a family losing their loved one on the job.
