While not all details are available right now, it's important to follow up on why there was a commercial vehicle in a lane of travel and whether or not appropriate rules were followed. Commercial truck drivers have procedures when it comes to stopping and marking their vehicles. If those steps aren't followed, it can end in disaster.
I'll give a perfect example. We had a case a while back involving a commercial vehicle that broke down on a highway. When we dug into the details, some very concerning revelations came to light.
For one, the truck driver had been broken down for several minutes, but they never bothered putting out cones or flares—which is required by law.
Second, the truck broke down not due to some out-of-the-blue problem but rather due to months of neglected maintenance. Routine repairs likely would have prevented the breakdown entirely.
And finally, the mechanical issue didn't force the vehicle to come to a stop. The driver could have continued driving until they found somewhere safe to pull over. Instead, the driver panicked and blocked a lane of travel unnecessarily.
This is why accidents involving broken-down commercial vehicles need thorough investigations. It isn't all about the moment of impact (important as that may be). It's also about the moments leading up to the crash, how the vehicles got there, and what steps—if any—were taken to avoid an accident. If authorities aren't looking into those details, they could be missing something crucial.
