Commentary
One thing to consider when shootings happen in public areas like this is whether it's a persistent problem. Do violent incidents happen a lot at this park? Has the community expressed issues in the past? Holding someone responsible for a shooting is obviously important, but there should also be consideration for any possible steps that can be taken to help prevent future incidents. It remains to be seen if that sort of thing is being looked into here.
