There isn't much in the way of specifics here, but I know just how complex an investigation into a crash like this can get. We had a case not long ago that involved a side-swipe collision. Like here, it involved an 18-wheeler and a passenger vehicle. Authorities said the passenger vehicle crossed the center line because that's what the truck driver told them happened. For whatever reason, they didn't feel like verifying those claims. We had other plans, though, so we conducted independent investigations.
The evidence showed what actually happened was the 18-wheeler was going too fast, and the trailer began to wobble. It swung over the center line, hitting the victim's car. Had there not been more thorough secondary investigations, there's no telling if anyone would have set the record straight. Perhaps authorities here have worked behind the scenes to get clear answers based on evidence. If not, though, it would be far from unusual that preliminary investigations dropped the ball.
